Joint Powers Authority

What is a Joint Powers Authority?

In the mid-1970s, the California Legislature amended the Government Code to add the ability for two or more public agencies to join together, under a joint powers authority (JPA), to provide more effective or efficient government services or to solve a service delivery problem. With this came the ability to lower premiums to their members and reduce taxpayer dollars.

Joint Powers Board

Each member of STSIG has a Board resolution adopted to identify the positions or individuals who are the voting representatives to the Joint Powers Board. Each member has an official representative and an alternate who may represent their district on actions of the Joint Powers Board. Some of the key responsibilities of this Board are to:

  • Elect a nine member Executive Committee who shall be the officers of the Board.
  • Determine Insurance Programs Offered, Retention Levels and Set Rates.
  • Authorize Staff Positions and set Compensation/Benefit levels.
  • Declare Program Dividends or make Rate Assessments if necessary
  • Approve New Members
  • Set and Administer Joint Powers Agreement Bylaws and Policy

Executive Committee

This is a nine member Standing Committee of the Board established to provide ongoing operational oversight of the JPA. The Executive Committee typically meets on a quarterly basis and is charged with the following key responsibilities:

  • Hires staff authorized by the Joint Powers Board.
  • Evaluates the Executive Director and provides program direction.
  • Develops programs for consideration of the Joint Powers Board.
  • Responsible for development of recommendations to the Joint Powers Board for Program Retention Levels, Rates, Dividents, Membership, Positions and Compensation.
  • Approval of Contracts for Consultants, Brokers and Administrators managing JPA Programs.
  • Provides direction to claims administrator for claims handling and approval of settlements.
  • Establishes Program and Operational policy for programs and staff.
